Generating the I/O configuration data (IOCF) with IOGEN

The IOGEN utility routine generates the file with the I/O configuration data (IOCF) which defines the entire I/O configuration.
Additively, IOGEN can be used to recover the IOGEN instructions from an IOCF in IORSF format.
