BB:	Return code of the basic system
RR	=X’00’ The connection request, the TSAP opening is permissible
RR	’=X’01’ The connection request, the TSAP opening must be rejected. Further connection requests are permissible.
RR	’=X’02’ The connection request must be rejected; Further attempts to establish connections from the corresponding source IPv4/IPv6 address are blocked in SIH.
