Support for UTM access control

You can protect certain UTM objects against access by other UTM objects. This is achieved by means of a lock/key concept. It is also possible to mark Tacs as administration or SAT administration Tacs. These Tacs can then only be accessed by users who possess the administration or SAT administration privilege (Admin/Satadm Permit).
