BCAM commands for VLAN support

A number of new commands have been introduced to define VLANs which supplement the existing BCAM commands. The new commands are listed side by side with the existing BCAM commands for LAN administration in the table below.

CREATE-VLAN-DEVICE Specifies the device mnemonic of the network connection with VLAN capability (e.g. HNC 91853)	No analogous command exists
